National Library Week ends
ITANAGAR, Nov 27: VKV, Nirjuli observed the valedictory function of the National Library Week on Nov 26 by organizing an event with parents, teachers and students in an effort to inculcate the value and habit of reading in students and to motivate parents to make an atmosphere of reading and to popularize the use of library.
VKV Nirjuli Panchanan Tripathy ameliorated the values of reading and how reading books can stimulate cognitive domains, reduce stress, enhance knowledge and expand vocabulary. He said that reading strengthen memory, broaden strong analytical and thinking skills.
Batem Pertin, Deputy Director, Research, Govt of Arunachal Pradesh and Member, Arunachal Literary Society felt that there is declining spirit of reading habits among the youngsters. He also urged the parents to visit libraries and become members. He advised the parents to read all that pertains to Indigenous culture of Arunachal Pradesh. He further requested the parents to create environment for study at home and monitor the progress of their wards. He also underscored the need of speaking in indigenous languages at home. Associate Editor, The Arunachal Times Tongam Rina, shared her experience how she was introduced to world of books by her father very early in life. She urged the parents to make efforts to introduce joy of reading to their children. She also appealed them to make use of the City public library.

Happiness Programme

ROING, Nov 27: A 'Happiness Programme was organised by the district police department in collaboration with the Enjalu Menda Women Empowerment and a Delhi based NGO called The Way To Happiness, here today.
The programme was held in three different venues for students, women and police personnel respectively. The main objective of the programme was to try and bring a difference in the society by showing documentaries on the values of life and morals.
A book on this issue was distributed at the end of the programme.
Traffic prohibited for construction of new bridge
ZIRO, Nov 27: The existing Bailey bridge over Kley river in between Hapoli to Siro will be dismantled for the construction of a new RCC bridge spanning 21meters under PMGSY. Therefore the traffic in between Siro piggery farm and Manipolyang will be closed for four months with effect from 2nd December. Training under IPPE
TEZU, Nov 27: The district resource team constituted in respect of DRDA Lohit district under intensive Participatory Planning Exercise (lPPE) has successfully imparted two days training programme at Wakro C D Block on November 24 and 25. Altogether 48 BPT and PR members participated in the training programme and the district resource team explained all the aspects under the IPPE programme such as preparation of Labour Budget under MGNREGA, etc.
Moreover, survey work in respect of Gundri Village under Wakro Block conducted and social Mapping, Resource Mapping and survey scheduled, etc. have been filled up by the BPT members in presence of the district resource team on November 25.
Embossing machine to benefit vehicle owners
TEZU, Nov 27: A High Security Embossing Machine for registration of different vehicles was formally launched by ASP Guni Pertin and SDO Gautam Hazarika in the office of District Transport Officer here yesterday.
Earlier the vehicle owners of Anjaw, Namsai and Lohit districts used to wait for three to four days or even weeks for their number plates. The embossing works are normally done in Tinsukia or other parts of Assam until now.

MLA Murtem inspects CRF project implementation
DAPORIJO, Nov 27: Raga MLA Tamar Murtem has inspected the ongoing Central Road Funding (CRF) project and construction of bridge over Sigin River at Jigi Mite Village on November 25 last. He was accompanied by PWD officials, contractor, PRI members and public during his visit.

SEPPA, Nov 27: East Kameng District Deputy Commissioner Sandeep Kumar Singh along with HODs visited newly upgraded ADC HQ Bameng yesterday following a complaints lodged by Bameng Town people's forum regarding non presence of Govt. staff in their posting place.
Meanwhile, DC had served notice to 56 staff of various departments to stay at Bameng in the interest of the public.

Border road project hits roadblock !

DAPORIJO, Nov 27: Various civil societies, NGOs, students unions have expressed grave
concern over deteriorating law and order situation in Upper Subansiri district. The
recent incident of alleged rape and murder of a woman at Dumporijo has left everyone

The hands and legs of the woman was found tied with rope when her body was found dead at her residence on November 23. Police has nabbed three suspects from Likabali check gate on November 24 at around 1.30 am. All the suspects are reportedly from Laluk and were working as labourer of PMGSY road construction work at Aya Marde. Reportedly, they did not possess valid ILP.
They are blaming slackness of the administration for repetition of such crime as they completely failed to check criminals, who come to the district in guise of laborers from outside the state with fake Inner Line Permit (ILP) and flee the district after committing crime.
Thousands of migrant labourers mostly from Lakhimpur, Assam are currently engaged in construction works within Daporijo Township and most of them without having valid ILPs. There are check gates in every entry points but it remains a mystery how these laborers could sneak into the district without possessing valid papers.
While condemning the heinous crime, Tagin Cultural Society (TCS) appealed to the civil society to maintain peace and harmony in the area and cooperate with law enforcing authority in investigation of the case. TCS Secretary General Lardik Kare appealed to the district administration to carry out ILP checking drive, especially of labourers.
All Tagin Youth Organization has also condemned the act and appealed to the authority concerned to immediately deliver justice to the deceased.
Dumporijo branch of Arunachal Pradesh Women's Welfare Society while condemning the incident appealed to the law enforcing authority to expedite the investigation and interrogation of the suspects and award exemplary punishment to the culprits as per law.
All Arunachal Pradesh Labour Union Upper Subansiri Unit also appealed to police to bring the culprits to book immediately award them exemplary punishment.
Hechi Welfare Society Dumporijo also expressed deep shock and grief over the heinous crime and deteriorating law and order situation in Upper Subansiri district. The society extended their full aupport and cooperation to the district administration in nabbing the culprit involved in the barbaric act.

This year the stakes for the only debating tournament of this stature has become higher for winning teams. While the best team would receive a trophy and a cash prize of Rs 10,000, the runner up team would get a trophy and Rs 7,000.
Recognizing individual skills of the debaters as the force behind team wins, the best speaker is slotted to receive a trophy along with the Lummer Dai cash award of Rs 5,000 and the Ngarsi Torio cash award of Rs 5,000. The runner up individual prize consists of the V. Ravindran cash award of Rs 3,000 and the Ngarsi Torio cash award of Rs 3,000.
The Ngarsi Torio awards were instituted since the first edition of the debate in memory of her late sister by Tongam Rina, a member of the press fraternity. The Lummer Dai award and the V. Ravindran awards are initiative of the APC and APUWJ.

53 eye patients benefitted from free cataract camp
TEZU, Nov 27: Altogether 53 patients from Mahadevpur, Namsai, Chongkham, Wakro, Tezu and Sunpura were successfully operated upon in a free cataract operation camp organized by the State Blindness Control Society in collaboration with Tezu District Blindness Control Society at District Hospital Tezu from November 25 last. Earlier, screening of the patients from Lohit, Anjaw and Namsai districts started from Nov 20 while registration and admission started from Nov 25.
A team of doctors including Dr. Taba Khanna, Dr. C Tayang and Dr. A Wailong assisted by four ophthalmic assistants performed the surgeries.

Swatch Bharat Abhiyan conducted at Kheel

ITANAGAR, Nov 27: Toru Circle Student's Union (TCSU) in order to spread message of cleanliness and its benefits through Swatch Bharat Abhiyan conducted social service at Geram/Kheel market line and Government Upper Primary School Kheel, Toru Circle today.
During the day long social service, the members of the union cleared garbage and cleaned drains within school compound and bazaar line.
Circle Officer Likha Rath, public leaders, teachers and students of Kheel UPS and students of Toru Secondary School actively took part in the Swatch Bharat Abhiyan at Kheel.
Meanwhile, TCSU distributed one dustbin each to Kheel UPS and Geram Bazar line etc on the occasion.
Later, in an interacting meeting former panchayat leaders of the area, Tana Ita Tara and Tana Tedi Tara and BJP Block President TR Tara advised the students to work for the welfare of student community as well as society.

Commissioner fisheries reviews implementation of Schemes through video conferencing
ITANAGAR, Nov 27: A video conferencing was held with the District Fisheries Development Officers of Lohit, East Siang, West Siang, and Lower Dibang Valley Districts by the Commissioner and Director of Fisheries to take stock of various fishery and aquaculture developmental activities under different schemes in those districts.
The main purpose of the live conferencing was to ascertain the impact of these schemes in the life and status of the farmers and also to understand the problems being faced by the implementing agency while executing the schemes and instant solution so that undue delay can be avoided.
A number of vital points have been touched upon and received the much needed feedbacks which will help in any future planning.
This was the first ever video conference done by the Department.

“A sound programme of professional education of teachers is essential for the qualitative improvement of education. Investment in teacher education can yield very rich dividends because the financial resources required are small when measured against the resulting improvements in the education of millions”.
The quality education in Arunachal Pradesh is still at an infant stages and still miles to go. I would like to draw the attention of the Government of Arunachal Pradesh and its indigenous people to commits ourselves to bring up young generation with the hope of new horizon in the field of modern education and for their bright careers.
This is only possible when our State Government implements fully as notified in the Arunachal Pradesh Extraordinary Gazette, July 8, 2010 in the PART VII under the caption “CURRICULAM AND COMPLETION OF ELEMENTARY EDUCATION” (Academic Authority for the purpose of Section 29) “The State Government shall notify the SCERT (or its equivalent, as the academic authority for the purpose of section 29)” which means the state Government shall by notification establish the SCERT in order to strengthen and promote quality teacher education to meet the general need of universal quality education in the state.

The main recommendation regarding SCERT and Teachers educator were as follows:
Immediate action needs to be taken for the approval of the proposal for restructuring SCERT as an apex academic authority with the position and pay scales suggested in the guidelines.
State may like to consider a common cadre for teacher educators for effective management by SCERT. This would also create promotional avenues for all teacher educators placed in the DIET, CTEs and IASEs.
Positions of Director, Joint Director and Deputy Director should be treated as academic positions, irrespective of Cadre.
The State may also consider raising the status of SCERT to a higher level system
which would help in integrating all levels of TEIs – IASEs, CTEs, DIETs, BITEs, B.Ed

Through your esteem daily, I would like to draw the kind attention of Arunachal Pradesh Public Service Commission (APPSC) why it is creating so much complicacy in almost all interviews conducted? Why commission don’t conduct any interview successfully? Why even after appointment, people have to go to court because of the Commission?
In almost all interviews conducted by the commission there has always been controversial point. If Commission itself is controversial all the time then what will be the future of our young aspirants who fill the application in the hope that at least commission will follow its motto "talent search".
Nowadays APPSC has an image of changing its decision anytime.
Commission must strongly follow the Recruitment Rules.

It has been two months since the APPSCCE 2013(main) exam has been postponed. Now the candidates are waiting for the exam date for the main exam.
Since no body know when the exam will be conducted hence candidates have paused their preparation. Therefore, I appeal to the Commission to give us at least two months prior to the notification of the exam date, so that we may resume our preparation, because it is beyond human capacity to study whole year without knowing the exam date.

We would like to express our resentment over the mute policy adopted by SSA Mission, Department of Education, Govt of Arunachal Pradesh in regard to APTET /CTET qualified teachers.
In rest of the states, TET qualified are regularized but here we are absorbed as contingency teachers under the banner of SSA.
There are extreme shortage of subjects teachers so why our services are not being regularized? Every one knows teaching as a noble profession and teacher to be the guardian of society.
But without payment who will be willing to work. TET teacher have not received any salaries for the past five months. We humbly request the authorities to release our salary.
