National Library Week ends

ITANAGAR, Nov 27: VKV, Nirjuli observed the valedictory function of the National Library Week on Nov 26 by organizing an event with parents, teachers and students in an effort to inculcate the value and habit of reading in students and to motivate parents to make an atmosphere of reading and to  popularize the use of library.

VKV Nirjuli Panchanan Tripathy ameliorated the values of reading and how reading books can stimulate cognitive domains, reduce stress, enhance knowledge and expand vocabulary. He said that reading strengthen memory, broaden strong analytical and thinking skills.

Batem Pertin, Deputy Director, Research, Govt of Arunachal Pradesh and Member, Arunachal Literary Society felt that there is declining spirit of reading habits among the youngsters. He also urged the parents to visit libraries and become members. He advised the parents to read all that pertains to Indigenous culture of Arunachal Pradesh. He further requested the parents to create environment for study at home and monitor the progress of their wards. He also underscored the need of speaking in indigenous languages at home. Associate Editor, The Arunachal Times Tongam Rina, shared her experience how she was introduced to world of books by her father very early in life. She urged the parents to make efforts to introduce joy of reading to their children. She also appealed them to make use of the City public library.

 

Coordination meeting benefits health workers

ITANAGAR, Nov 27: A one-day block level co-ordination meeting of the Doimukh ICDS project and health department of Doimukh block was held at the CHC, Doimukh yesterday.  

Speaking on the occasion, Tana Chamaro, CDPO, Doimukh ICDS project gave elaborate information about the NHED, SABLA & significance of Kishori Diwas and emphasized on compulsory implementation of all these programmes in each Anganwadi centers with the help of AWW, ANM, ASHA and PRI members.

Resource person of the programme and Dr. Tania Raju, District ASHA Nodal Officer explained in details on VHND programme implementation and the role and functions of all the AWW, ASHA, ANM in implementing all those health programmes.

Dr. Nabam Takang, M O in-charge of CHC, Doimukh also gave a vivid description of various incentives available for ASHA under all the national vertical programmes under Doimukh block. He has also informed about the implementation of RBSK, WIFS, ARSH programmes and launching of Leprosy Fortnight programmes with effect from January 30, 2015.

All the participants including ANM, ASHA and PRI members of Doimukh block had benefited from this co-ordination meeting and they  decided to work in unison for smooth implementation of health related programmes.

All the staffs of both the departments including J. Pertin, District Community Mobilizer (DCM) were present on the occasion.

 

Happiness Programme

ROING, Nov 27: A 'Happiness Programme was organised by the district police department in collaboration with the Enjalu Menda Women Empowerment and a Delhi based NGO called The Way To Happiness, here today.

The programme was held in three different venues for students, women and police personnel respectively. The main objective of the programme was to try and bring a difference in the society by showing documentaries on the values of life and morals.

A book on this issue was distributed at the end of the programme.

 

Traffic prohibited for construction of new bridge  

ZIRO, Nov 27: The existing Bailey bridge over Kley river in between Hapoli to Siro will be dismantled for the construction of a new RCC bridge spanning 21meters under PMGSY. Therefore the traffic in between Siro piggery farm and Manipolyang will be closed for four months with effect from 2nd December. The public going to Manipolyang  are requested to use the Hong diversion. DIPRO

 

Training under IPPE

TEZU, Nov 27: The district resource team constituted in respect of DRDA Lohit district under intensive Participatory Planning Exercise (lPPE) has successfully imparted two days training programme at Wakro C D Block on November 24 and 25. Altogether 48 BPT and PR members participated in the training programme and the district resource team explained all the aspects under the IPPE programme such as preparation of Labour Budget under MGNREGA, etc.

Moreover, survey work in respect of Gundri Village under Wakro Block conducted and social Mapping, Resource Mapping and survey scheduled, etc. have been filled up by the BPT members in presence of the district resource team on November 25.

 

Embossing machine to benefit vehicle owners

TEZU, Nov 27: A High Security Embossing Machine for registration of different vehicles was formally launched by ASP Guni Pertin and SDO Gautam Hazarika in the office of District Transport Officer here yesterday.

Earlier the vehicle owners of Anjaw, Namsai and Lohit districts used to wait for three to four days or even weeks for their number plates. The embossing works are normally done in Tinsukia or other parts of Assam until now.

With the installation of the machine, the vehicle owners of Namsai, Anjaw and Lohit in particular will be benefitted, informed the District Transport Officer S Tayang. DIPRO

 

MLA Murtem inspects CRF project implementation

DAPORIJO, Nov 27: Raga MLA Tamar Murtem has inspected the ongoing Central Road Funding (CRF) project and construction of bridge over Sigin River at Jigi Mite Village on November 25 last. He was accompanied by PWD officials, contractor, PRI members and public during his visit.

During the inspection, the MLA urged the concerned department to ensure early completion of the  project with quality.  Quality of works should not be compromised, he said and suggested that the people of nearby villages should cooperate for speedy completion of the project.   

The MLA also visited Shah River site for establishment of hydro power project under Arunachal Pradesh Energy Development Agency (APEDA).  DIPRO

Social service to mark Swachch Bharat Abhiyan

TEZU, Nov 27: A mass cleanliness drive was organized today at Tezu township area by Bapu Welfare Society of Tafragam unit of Lohit district to mark "Swachch Bharat Abhiyan." Atleast 50 youths including members of Bapu Welfare Society and in-charge DFP, Tezu unit Mihir Kumar Jha participated in the cleanliness drive conducted in and around of Tezu Bazaar and other residential areas. The Urban Development department provided truck to dispose off the garbage outside the town.

 

State BJP team attends party meeting at Delhi

ITANAGAR, Nov 27: A state BJP team led by president Tai Tagak attended a party meeting held in New Delhi on November 22 to review the party's on-going membership drive across the country.

Addressing the party functionaries in the meeting, BJP national secretary called upon the respective State Sadasyata Pramukh, Sah Sadasyata Pramukh and State President to work sincerely to enroll members in the party as much as possible.

Party National General Secretary (Org) Ram Lal also addressed the meeting and termed the on-going membership drive as the 'Maha Abhiyan'.

Co-ordination meeting of HoDs held

SEPPA, Nov 27: A co-ordination meeting of the HoDs presided over by DC Sandeep Kumar Singh held at Kameng Hall, Seppa on Nov'25, last.

ADC Pooja Jain sought submission of report on Tax Deducted at source for the financial year 2011-2012 to 2013-2014, compulsory TAN registration by DDOs and monthly submission of returns in required format.

AE power informed that the regular power supply at Seppa will take month- long together due to pole shifting at paliji to Kupi by Bomdila power division.

SDOT Telecom informed small capacity Broadband connections installed at Seppa to avoid network problems and the activation of Tower at Lumdung and Damdla Tajo shall take times as Bomdila, New Seppa and Lumdung need to come up simultaneously.

EE RWD informed that awarding of tender on Bameng to Lada PMGSY road shall be completed by Dec'2014.

SP Apang Tamut said that transport of forest products before sunrise and after sunset is illegal and urged the forest depts. to do the exercise of checking's at vital location.

Meanwhile, DC had prepared action plan for pursuance by concerned dept  which included Gammon India Ltd to construct drains at Seppa to Chayangtajo road within Seppa Town, quarry problem at Margingla to be resolved by EEPWD through negotiations with the vested parties , intensive revenue drive in December by PHED, fresh lease Agreement of Tourist lodge, no quarries shall be allowed to operate within Seppa town , EE RWD with CO to apprise the villagers for voluntary donation of land for PMGSY road , modalities for collecting of electricity charges by EE Power , formation  of society for preservation of the wild life, Swachch Bharat Abhiyan drive on every Saturday etc. DIPRO

 

DC visits Bameng

SEPPA, Nov 27:  East Kameng District Deputy Commissioner Sandeep Kumar Singh along with HODs visited newly upgraded ADC HQ Bameng yesterday following a complaints lodged by Bameng Town people's forum regarding  non presence of Govt. staff in their posting place.

Meanwhile, DC had served notice to 56 staff of various departments to stay at Bameng in the interest of the public.

while addressing the public & Staff at Bameng in a meeting, The DC directed all the Govt. officers posted at Bameng to stay at station and take prior permission from ADC incase of leaving station on leave and informed that in absence of ADC, charge of ADC should be delegated to one senior officers of other department so those public don't suffer.

Taking note of the accommodation problems, he suggested them to stay together with adjustment. He informed that ST/PRC applications & forms shall be issued by ADC and ST/PRC shall be provided by Bameng ADC within two weeks. Further, he gave a clear cut massage to public that they need to change the mindset of dependency from the Govt. as Govt. can't provide employment to all with its limited resources. He suggested them to take up agriculture, horticulture & allied activities for sustainable source of income & self reliance. He also appealed the youth to live in their village & make use of the available land. He asked them to stay away from Drugs addiction & engaged in gainful activities. He directed the GBS to assist the administration in the maintenance of Law & order.

Responding the issues of Pakke to Bameng road, JE RDW informed that the said PMGSY road had already been tendered 6 years ago with two contractors already left in the process & now, a local contractor have been awarded and the construction works in yet to start.

SP Apang Tamut informed that police personnel have been deployed at Bameng under the command of ADC as there is no police station. It has already been forwarded to the state Govt. for C-Class police station, he added.

Later, DC along with the team visited Govt. High School Bameng , Health centre run  by on NGO Karuna Trust & KGVB School.

While addressing the students of KGVB, DC said educate one girl child means educate a whole family. He advised them not to kill their skills or potentials by early marriage. He assured to take up the demands of the schools in the nature of infrastructural development from the next financial on priority. DIPRO

 

State’s future belongs to youths: DC

PASIGHAT, Nov 27: "State's future belongs to youths. They must contribute their worthy services in making Arunachal an economically vibrant in the nation" said East Siang Deputy Commissioner Nidhi Srivastava while inaugurating 'Job-Mela cum Skill Development and Employment Generation Rally' at District Industries Centre, Pasighat.

The mela drawn massive response of job seekers and K Sharma DD (SKD&EG), Kaling Koyu (DDI) representatives from twelve reputed Vocational Training Providers (VTPs) across the country did counselling and finally selected 390 candidates for trainings.

While addressing the participants the DC said that this mela would provide you platform and technical knowledge to make you fit for the jobs that you have been looking for. VTPs play significant role in connecting you with the outer world. It always makes me happy when I see many girls from the state successfully serving in different fields in other parts of the country. It doesn't bring down the name of Arunachal but glorify. She while encouraging the youths to avail the opportunity said when you under go for training, instead of arguing for facilities and comforts you must concentrated in training to acquire best knowledge to lead prosperous lives ahead.

Srivastava advised the enthusiast youths to prioritize their mission to gain good knowledge from VTPs. Your parents had taken the pain in educating you to the level that you are and now it is your turn to repay it through hard work and sincerity, she added.

Later in interactive meeting, Parliamentary Secretary for Industries and Skill Development and Employment Generation, Er. Tatung Jamoh called upon VTPs to mould the skills of the youths and train them to meet the job-market demands. "Your encouragement and sustained effort will go a long way in setting a trend. It is not a onetime exercise and we are looking at your long-term relationship with us. I believe that you will meet the aspirations of the youth and the state in full," he stated. DIPRO

 

Changlang DRDA surveys backward Vijay Nagar block

CHANGLANG, Nov 27: The Block Planning Team (BPT), DRDA Changlang under the supervision of the Project Director, Talo Jerang has completed door to door survey of Vijoynagar CD Block for preparation of Labour Budget for the year 2015-2016 through Intensive Participatory Planning Exercise(IPPE) in all Gram Panchayats on Nov 25 last.

During the week long programme, the team facilitated all Chairpersons to conduct Gram Sabha in their respective GPs, covering numerous Hamlets. In total sixty four schemes have been approved in the Gram Sabhas of Hazolo, Mazgaon, Two Hut and Gandigram Gram Panchayat and fifty seven schemes were prioritized as per monthly works demanded by MGNREGA workers within the provision of 100 man days per household.

The team also organized Vijoy Nagar Anchal Samity meeting under the chairpersonship of Lok Maya Chetri at Phaparbari village.  ZPM Yoafu Yobin, the MGNREGA Technical officials, Chairpersons, GPMs & GBs of all GPs/villages attended in the meeting.

MGNREGA technical officials explained to the members present about the importance of technical and administrative sanctions of 64 estimates to be framed by technical officials for obtaining technical and administrative approval of the competent authorities enabling BDO-cum-Project Officer to uphold all data in the MIS as per timelines given by the Govt of India. Vijoy nagar Anchal Sabha accorded approval of all the schemes submitted by chairpersons of all GPs through BDO/ PO, Vijoynagar CD Block. DIPRO

Border road project hits roadblock !

ITANAGAR, Nov 27: Arunachal East MP Ninong Ering contended in Lok Sabha on Thursday that Japan is now backing out of funding the border roads in Arunachal Pradesh and Ladakh, a project on which China has raised objections. The MP questioned what the government would do now.

Raising the issue during Zero Hour, Ninong Ering claimed that following an agreement between Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe at APEC, Tokyo has now become against the funding. Ering described the new development as unfortunate and  said that it is threatening India's sovereignty and international recognition of Arunachal Pradesh as integral part of India.

He recalled that the Asian Development Bank has been reluctant to fund the project due to the Chinese objections. China has even blocked the efforts of Arunachal to obtain funds from World Bank, Asian Development Bank and other multi-lateral lending institutions,  the MP said   adding if Japan could work in Gujarat and Maharashtra, it should also be able to work in Arunachal Pradesh, which is an integral part of India as any other states of the country.

In such a situation, he sought to know how government would go about early completion of the border roads at a time when the Border Roads Organisation has drawn a roadmap.

Japan had reportedly  told China that its plans to build 2,000 kms of "strategic road" in India's North-East do not come under the disputed areas along the Sino-India border.

"China has noted such reports and checked with capable authorities," Chinese Foreign Ministry spokesman Hong Lei told a media briefing at Beijing recently answering a question about reports that Japan International Corporation Agency (JICA) will build 2,000 km "strategic road" in the "disputed" Eastern part of China-India boundary. "The Japanese side has clarified that its cooperation with India is not in the disputed area between China and India," Hong said.

According to recent media reports, India has agreed to allot the project to build about 2,000 km road along the India-China border to JICA, which has expertise in building roads in the rugged hilly terrain.

 

 

Governor calls for balanced harnessing of natural resources

ITANAGAR, Nov 27:  Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma today called upon the scientists to find the best scientific ways and means to address the challenges posed by the climate change and at the same time explore methods for balanced harnessing the abundant natural resources.

Inaugurating the International Conference on the theme 'Climate Change & Natural Resources Development Strategies: Mountain Risks Management and Governance' at Rajiv Gandhi University, Rono Hills, Doimukh, the Governor said that industrialization and lifestyle of the people have caused a huge surge in green house gas emission and the green environment, which absorbs the green house gas and checks its effects, is being reduced.

Geologists and environmentalists have a crucial role in studying and analyzing the causes, mechanisms and impacts of such geo-hazards and explore ways to mitigate or reduce it, he said and suggested for special focus has to be on earthquakes, flood, droughts, wildfires, groundwater, coastal flooding and tsunamis. The Governor called for developing scientific and eco-friendly ways to ensure that we harness our natural resources but at the same time preserve the green cover.

The Governor pointed that climate and challenging topography adds mammoth obscurity to the development process in the state. Geologically, he said, Arunachal Pradesh is a lesser- known region. Mountains in Arunachal Pradesh are young ones and the region is prone to earthquake and at the same time experiences very heavy rainfall. Alongside, many developmental projects are coming up in the region and many more are in the pipeline. The Governor appealed to the Indian Geological Congress to suggest on the design of roads, bridges, tunnels and dams with a geological perspective.

The Governor expressed hope that during the three-day conference, which is coupled with the 19th Convention of Indian Geological Congress, in-depth discussion and deliberation, be conducted on the issues pertaining to hilly States.

"Your intellectual capital has to be invested out in the field for the good of mankind in general and States like Arunachal Pradesh in particular. I will be very happy if your ideas and findings are shared with State Government. It will help in putting policies in place to alleviate such situations, if they arise," he added.

The Governor emphasized that the knowledge and ideas from the conference hall must reached to the people in the remote part of the country. The Indian Geological Congress must act to instill respect amongst the people for the nature.

In his address, President of Indian Geological Congress, Sachidanandda Rath, Director (Operations), Oil India Limited spoke on climate change and energy security. While stressing on innovative ideas to mitigate challenges, Rath said that a better collaboration of industry and academia can only ensure that relevant and faster skill development. The Director (Operations), Oil India Limited informed that Arunachal Pradesh is one of the key areas for future of hydrocarbon industry.

Prof. Tamo Mibang, Vice Chancellor, Rajiv Gandhi University, Prof O.P. Verma, Executive President, Indian Geological Congress, Prof. VKS Dave, Secretary IGC, and Prof. Tomo Riba Convener and Dean of Environment Science, RGU also spoke in the inaugural function.

The three-day international conference is being jointly organized by Indian Geological Congress, Roorkee and Rajiv Gandhi University, Arunachal Pradesh. (PRO to Governor)

 

 

Arunachal festivities on the roll !

Festival calendar in Arunachal is on the roll. With the arrival of winter season, there is festival after festival. Irrespective of tribes and religion, festival brings people under one umbrella and spreads joy and happiness thus signifying peace and harmony.

Indeed  festival is the finest platform or medium to advertise our rich cultural-heritage, traditional values, local delicacies and much-touted tourism potentials and so on; so that we get extra-attention from outsiders (especially tourists) resulting double in its inflow, spawns more entrepreneurship in us to make our state self-reliant. That’s what we are made to believe!

The state tourism department has been following this torrid cliché “More we promote tourism, more we are get earning”, in its endeavor to motivate the people that tourism is a good source of earning.

We invite guests from across the nation and the world preferably scribes, both print & electronic and photojournalists, so that they write in length of our positive parts. More shutterbugs could focus on us, and it goes viral across the globe to woo more and more tourists.

Nonetheless, let’s re-cap what often goes horribly wrong, in pursuit of tourism promotion. What brand image we are marketing for and what we are losing.

Firstly, the Indianised kitchen; the restaurants, hotels and line hotels along the roads particularly in tourist places in Arunachal prefer to serve Indian dishes than local.  Ironically, no local specialty or cuisine will find a place in catering menu, no matter who runs the hotel.

Cant’ district administration make it mandatory for hotels to provide local food?

Secondly, the skyrocketing food price in food- stalls during festivals. The food stalls which are supposed to promote our local cuisine appear more like a deceptive trap laid to rob innocent customers.

 “How come a few pieces of meat costs Rs 1000/?  This is ridiculous” a visitor said fuming over the food price of just concluded Panyor River Festival 2014 at Yazali.

The people who came with low budget in the festival have to strangulate his or her wishes of tasting local cuisine to escape from the embarrassment, as the local foods are like ‘biblical manna’ (Only source to eat for human beings during the exodus in Arabian Desert).

“Why don’t the organizer set uniform price for local food and wines” questioned an angry youth.

Thirdly, we often tilt toward westernization in terms of cultural promotion. Our audience cheers at Bollywood and western hit numbers, at the same time sneer at own folk songs. It would be a mere exaggeration if we hail our culture from the rooftop.

Fourthly, VIPs centric attitude often mar festive mood of festival. People pay attention to festival or event on the basis of VVIPs involvement.

Adventure @ Mechukha 2014 was almost deserted event moment Chief Minister Nabam Tuki pulled out from the festival. Thanks to MoS Home Kiren Rijiju for pulling the crowds during closing ceremony. Yes we really do care VIPs!

According to Tourism Secretary Dr. Joram Beda, participation of VIPs in any program is icing on the cake at the same time he said that VIPs movement should not impede the euphoric atmosphere.

The tourism department has started a community based tourism in Thembang village West Kameng district, stressing on hospitality and tourist friendly awareness amongst the villagers. However, many are yet to acquaint with the term, ‘hospitality”.

No matter how loud, Nagaland is proclaiming to nudge aside Arunachal and other northeast states to win the self-created title, ‘the land of festivals’, Arunachal cannot be easily written off as a potential contender for the title. Our 26 major tribes and its hundred sub-tribes have their own festival, though many do not have an entry in the state holiday lists.

If we go by the ‘gross national happiness index’ akin to the dragon nation Bhutanese, Arunachali would be perhaps the happiest people amongst the northeast states in India, if we go by the trend of festivals.

Family member of late Nani Tama still awaiting for justice

ITANAGAR, Nov 27: The failure on the part of Pasighat police to deliver justice to late Nani Tama has rankled his family members. Today remembering him on his second death anniversary, the Nani Tagio and Yamii Foundation speaking on behalf of the family member of late Tama claimed that concern authorities are adopting delaying tactics to save the alleged accused.

The body of late Tama, a native of Ziro town, was found buried under the sand on the bank of river Siang at Raneghat on November 30, 2012. Pasighat police claimed to have cracked the mysterious murder case when they arrested two alleged suspects namely Kaling Lego and Taga Taloh. They were charge-sheeted by police vide case no. - PS/101/12 US-302/201 IPC and is currently being tried at Additional District Session Judge, Pasighat. However, both of them have been granted bail by the court and case has not moved ahead. Two years have passed by but the accused are still roaming freely.   Nani Tagio and Yamii Foundation alleged that even after summoning the 3 witnesses on 4 occasions the court could not take up the case.  The foundation has appealed for speedy delivery of justice by the court, so that the justice is delivered to late Tama who lost his life at such a young age.

 

 

 

Citizens concerned over poor law and order situation in Upper Subansiri

DAPORIJO, Nov 27: Various civil societies, NGOs, students unions have expressed grave concern over deteriorating law and order situation in Upper Subansiri district. The recent incident of alleged rape and murder of a woman at Dumporijo has left everyone shell-shocked.

The hands and legs of the woman was found tied with rope when her body was found dead at her residence on November 23. Police has nabbed three suspects from Likabali check gate on November 24 at around 1.30 am. All the suspects are reportedly from Laluk and were working as labourer of PMGSY road construction work at Aya Marde. Reportedly, they did not possess valid ILP.

They are blaming slackness of the administration for repetition of such crime as they completely failed to check criminals, who come to the district in guise of laborers from outside the state with fake Inner Line Permit (ILP) and  flee the district after committing crime.

Thousands of migrant labourers mostly from Lakhimpur, Assam are currently engaged in construction works within Daporijo Township and most of them without having valid ILPs. There are check gates in every entry points but it remains a mystery how these laborers could sneak into the district without possessing valid papers.

While condemning the heinous crime, Tagin Cultural Society (TCS) appealed to the civil society to maintain peace and harmony in the area and cooperate with law enforcing authority in investigation of the case. TCS Secretary General Lardik Kare appealed to the district administration to carry out ILP checking drive, especially of labourers.

All Tagin Youth Organization has also condemned the act and appealed to the authority concerned to immediately deliver justice to the deceased.

Dumporijo branch of Arunachal Pradesh Women's Welfare Society while condemning the incident appealed to the law enforcing authority to expedite the investigation and interrogation of the suspects and award exemplary punishment to the culprits as per law.

All Arunachal Pradesh Labour Union Upper Subansiri Unit also appealed to police to bring the culprits to book immediately award them exemplary punishment.

Hechi Welfare Society Dumporijo also expressed deep shock and grief over the heinous crime and deteriorating law and order situation in Upper Subansiri district. The society extended their full aupport and cooperation to the district administration in nabbing the culprit involved in the barbaric act.

 

 

Lt General Rawat calls on CM

ITANAGAR, Nov 27: Lt. General Bipin Rawat, GOC, 3 corps paid a courtesy call to the state Chief Minister Nabam Tuki in his Niti Vihar Bungalow this afternoon.  During an half-an-hour meeting, various issues pertaining to security, civic actions, land acquisition for Army etc. were discussed.

The Chief Minister while assuring all possible assistance informed the visiting General that he had already issued strict directions to all the deputy commissioners to expedite the land acquisition matters of Army and Para-military forces. He however suggested the GOC to depute an officer to follow up the issues with the concern departments and the government.

While reiterating his stand for recruiting more and more Arunachalee youths in Army, Tuki justified that the local youths are fiercely patriotic and have the benefit of acclimatization with the harsh climatic conditions of the frontiers. "Our youths would be more efficient in guarding the frontiers as they are brought up with the nature", Tuki reasoned while requesting the Army to relax certain criteria for Arunachalee youths during recruitment.

National Press Day debate for CM’s Running

Trophy on Nov 29

ITANAGAR, Nov 27: The 6th edition of the National Press Day debate for the Chief Minister's Running Trophy will be held at the Banquet Hall in the state capital at 10,30 am on  Nov  29 next while the main function will be at the same venue on December 2 next at 10 am.

This year the stakes for the only debating tournament of this stature has become higher for winning teams. While the best team would receive a trophy and a cash prize of Rs 10,000, the runner up team would get a trophy and Rs 7,000.

Recognizing individual skills of the debaters as the force behind team wins, the best speaker is slotted to receive a trophy along with the Lummer Dai cash award of Rs 5,000 and the Ngarsi Torio cash award of Rs 5,000. The runner up individual prize consists of the V. Ravindran cash award of Rs 3,000 and the Ngarsi Torio cash award of Rs 3,000.

The Ngarsi Torio awards were instituted since the first edition of the debate in memory of her late sister by Tongam Rina, a member of the press fraternity. The Lummer Dai award and the V. Ravindran awards are initiative of the APC and APUWJ.

This year, 6 institutions are participating in the competition that includes NIT, Rajiv Gandhi University, Don Bosco College, Doimukh Govt College, Dera Natung College and the NE Homeopathic Medical College and Hospital.

The debate, organized by the Arunachal Press Club, the Arunachal Pradesh Union of Working Journalists, the Arunachal Electronic Media Association and the IPR directorate, is conducted every year to mark the celebrations of the National Press Day. The Centre for Cultural Research and Documentation (CCRD) will continue to be the debate moderator, as in previous years.

 

 

Panyor River Festival ends

ITANAGAR, Nov 27: The second edition of Panyor River Festival concluded on Tuesday at Yazali. Five day festival which started on 21st November was grand success and managed to attract large number of visitors.

Parliamentary secretary, home, sports and youth affairs Likha Saaya who is the Chief Patron of festival joined the last day of celebration. Speaking on the occasion, he applauded the concept of festival and effort put to pull in local and domestic tourists to Yazali.

Saaya appealed people to forget about the political differences and work for the betterment of Yachuli constituency.

The chairman of Panyor River Festival Taba Techi made a fervent appeal to the department of tourism, government of Arunachal to make the festival as annual calendar event festival. Though, last year government had declared the festival to be an annual calendar event, the second edition of the festival had minimum support from the directorate of tourism. In his address, chairman appealed the government not just to promote the already existing circuit or place but also explore destinations nearby capital complex. As Yazali is located en-route to Ziro and few hours' drive from capital, it can become an important place for adventure tourism, the chairman added. He also appealed to the tour operators to give importance to the place.

It is also worth mentioning that PRF committee had trained local population on home stays. Thus this second edition of festival witnessed tourist availing home stays as Yazali has got limited means of accommodations. The response from both the host and guest has been wonderful experience. The last day of festival was also attended by dignitaries including Secretary IPR Dani Sulu.

 

 

53 eye patients benefitted from free cataract camp

TEZU, Nov 27: Altogether 53 patients from Mahadevpur, Namsai, Chongkham, Wakro, Tezu and Sunpura were successfully operated upon in a free cataract operation camp organized by the State Blindness Control Society in collaboration with Tezu District Blindness Control Society at District Hospital Tezu from November 25 last. Earlier, screening of the patients from Lohit, Anjaw and Namsai districts started from Nov 20 while registration and admission started from Nov 25.

A team of doctors including Dr. Taba Khanna, Dr. C Tayang and Dr. A Wailong assisted by four ophthalmic assistants performed the surgeries.

Inaugurating the programme on Nov 26 Tezu-Sunpura MLA Dr. Mohesh Chai appreciated the initiatives of both state and district blindness control societies. Addressing the medical officers and staff at DMO's conference hall, he said this programme will benefit the patients from far-flung and unreached areas of three districts - Lohit Anjaw and Namsai. He assured all help and asked the health authorities to conduct such camps regularly. The MLA provided free black eyeglasses to all the operated patients.

The function was also attended by Deputy Commissioner cum Chairman of DBCS Dr. B M Mishra, District Medical Officer Dr. Karrik Basar and Medical Officers and Staff. The DC exempted all the ferry expenses of the vehicles involving the patients from Namsai district. DIPRO

 

 

Kumar Waii inaugurates rwd office at Lumla

TAWANG, Nov 27: RWD Minister Kumar Waii yesterday inaugurated the Sub-Divisional RWD office at Lumla in presence of Tourism, Urban Development and Art & Culture Minister Pema Khandu.

Later addressing a public meeting at Lumla,  Kumar Waii called upon the leaders to work selflessly for the welfare of the people and emphasized on the need of tapping hydro power.

Pema, in his speech, explained the vitality of preserving the age old art, culture and traditions of the Monpas. He also expressed happiness over the rapid development of Lumla circle under the leadership of local MLA, Jambey Tashi.

Touching the pending issue of the demand for Mon Autonomous region, the minister informed that delegates from the Buddhist belt are constantly in touch with Union MoS for Home  Kiren Rijiju regarding the demand.

"We are all geared up for the meeting with Kiren during his visit to the district next month and are optimistic that our demand for an autonomous district will be fulfilled," he said. He further informed that a delegate from the Buddhist belt will visit His Holiness the 14th Dalai Lama to commemorate 55 years of his sermon in Tawang, the first in the nation.

Parliamentary Secretary (RWD) and local MLA Jambey Tashi appealed for unity and sought cooperation from everyone in the development of the region while urging the people to forget party differences and join hands together for all round development.

"We the three legislators of the district are toiling hard for the Lumla-Tashigang road which if regulated, will be a boon for the district", he said.  

Tawang MLA Tsering Tashi advocated for the need of quality education, terming it as the sure cure for the unemployment issue.

"In this period of cut-throat competition, only the fittest and the most eligible can survive", he said, while urging the teachers and parents to shoulder their responsibility to provide the best education and guidance to the youth. He further appealed for cooperation from all sector for preparations for the forthcoming visit of the noble laureate, HH the 14th Dalai Lama to Tawang next year.

"Tawang today is in need of cooperation, brotherhood, unity and partnership more than ever and it is time that we work as a united team", he stated.

Parliamentary Secretary (Hydro Power) Phurpa Tsering stressed on the need to harness Hydro power and termed it as the lifeline for the nation.

"Some ill intentioned and anti-social elements and NGO's are objecting to the hydro-power projects in the area. They are creating confusion and spreading false rumours among the public as they envy the progress and development of the district and the state".

APEDA chairman Dikto Yaker, Chairman DoKAA  Jambey Wangdi, DC Tawang Abishek Dev and  ZPC Tawang  also spoke on the occasion.

 

 

Swatch Bharat Abhiyan conducted at Kheel

ITANAGAR, Nov 27: Toru Circle Student's Union (TCSU) in order to spread message of cleanliness and its benefits through Swatch Bharat Abhiyan conducted social service at Geram/Kheel market line and Government Upper Primary School Kheel, Toru Circle today.

During the day long social service, the members of the union cleared garbage and cleaned drains within school compound and bazaar line.

Circle Officer Likha Rath, public leaders, teachers and students of Kheel UPS and students of Toru Secondary School actively took part in the Swatch Bharat Abhiyan at Kheel.

Meanwhile, TCSU distributed one dustbin each to Kheel UPS and Geram Bazar line etc on the occasion.

Later, in an interacting meeting former panchayat leaders of the area, Tana Ita Tara and Tana Tedi Tara and BJP Block President TR Tara advised the students to work for the welfare of student community as well as society.

They further urged the student to give advice their parents, friends and relatives to maintain cleanliness in their home and to keep their surrounding neat and clean.

They also advised the students to devote in their education and urged them to avoid consumption of alcohol, Drugs and Gutkas to live healthy.

Earlier, TCSU President Nabam Sania briefed about Swatch Bharat Abhiyan and activities carried out by the union for Toru circle area developmental activities.

On the occasion, the students union and the public expressed their resentment over non- functioning of BSNL mobile Tower at Toru.  However, the union hope that the BSNL authorities would fulfil the demand of the people soon.

Meet resolves to set up ADC office at Ruksin town

RUKSIN, Nov 27: The Panchayat and public leaders, Gaon Burahs (GBs) of the three circles under Ruksin sub-division in a meeting today unanimously resolved to set up the Additional Deputy Commissioner (ADC)'s office at Kebang Koret (PKK) Sawmill area, Ruksin.

The State cabinet last month approved the up-gradation of Ruksin SDO headquarters to ADC headquarters and Jengging CO headquarters to EAC and Kimin EAC to SDO headquarters.

Addressing the meeting, Ruksin block ZPM Tonggeng Panyang requested the SDO to take necessary steps for early establishment of the ADC office at Ruksin and communicate with the state government for the remaining official processes.

A public leader of Ruksin, Tamat Jonnom opined that Ruksin is located at the middle of the sub-division and establishment of the ADC office at the interstate boundary is more important. He appealed to all sections of the people to support the proposal without creating any debate or controversy.

The participants irrespective of party affiliation and organizations have extended their full support to set up the ADC office at Ruksin. Some of them lamented that some persons with vested interests are encroaching the government land in PKK sawmill area and requested the local administration for conducting eviction drive.

Ruksin SDO (C) T Pada, who chaired the meeting informed that the proposed plot of land was previously under encumbrance of Pasighat Kebang Koret (PKK) Sawmill Ltd. But the authority notified the area as government land in 2005.

The meeting also constituted a committee with Ruksin SDO as chairman and ZPM Tonggeng Panyang as convener to look after the primary works such as construction of foundation stone of the proposed ADC office, finalization of date for laying the stone etc.

Silley-Oyan ZPM Tajing Taki, Anchal chairpersons, Aruni Jamoh (Ruksin), Tade Siram (Bilat), Oni Ering (Sille-Oyan)and public leaders were present in the meeting.

 

 

Commissioner fisheries reviews implementation of Schemes through video conferencing

ITANAGAR, Nov 27: A video conferencing was held with the District Fisheries Development Officers of Lohit, East Siang, West Siang, and  Lower Dibang Valley Districts by the Commissioner and Director of Fisheries to take stock of various fishery and  aquaculture developmental activities under different schemes in those districts.

The main purpose of the live conferencing was to ascertain the impact of these schemes in the life and status of the farmers and also to understand the problems being faced by the implementing agency while executing the schemes and instant solution so that undue delay can be avoided.

A number of vital points have been touched upon and received the much needed feedbacks which will help in any future planning.

This was the first ever video conference done by the Department.

The Commissioner and  Director of Fisheries instructed the District Officers to find out ways and means to enhance revenue, increase production and  productivity of table fish and  fish seed, maintain asset register, resource inventory block wise, timely submission of all report and  returns, punctuality and transparency in all dealings. They advised the District Fisheries Development Officers to put in their best effort within limited resource through judicious utilization of funds for all round and visible development of Fisheries sector.

The Commissioner and Director of Fisheries also assured their co-operation and advised the District Fisheries Development Officers to monitor all schemes regularly and remain in touch with the Directorate.

 

 

CM inaugurates Govt. Polytechnic College, Namsai

ITANAGAR, Nov 27: The Govt. Polytechnic College Namsai was formally inaugurated by Chief Minister Nabam Tuki during his visit to Namsai district yesterday.

Tuki instructed the college authority to make it a model institute and maintained the infrastructure properly for its longevity and smooth functioning of the polytechnic.

The double-storey RCC academic building with 44000 Sqr. feet plinth area has been constructed under one of the components of Govt. Polytechnic Project sanctioned in year 2011 by Govt. under Director of Higher and Technical Education alongwith  five other Polytechnic college in Arunachal Pradesh namely, Roing, Anjaw, Pasighat, Dirang, Kurung Kumey.

The Academic block was constructed at an estimated cost of Rs. 4.00 crore. The executing agency PHE & WS Division, Namsai planned meticulously for successful completion of the building which enabled to start the first year academic session from August 2014.

The gorgeously built huge academic building has all provisions of separate Principal office, HOD rooms, faculty rooms, Classrooms, examination hall, conference hall, drawing hall, laboratory rooms, library, computer rooms etc.

 

 

Govt Sec School Parbuk-Kangkong celebrates golden jubilee

ROING, Nov 27: The Govt Secondary School of Parbuk- Kangkong in Lower Dibang Valley District celebrated its Golden Jubilee with the theme, "Striving to achieve higher and higher heights" to commemorate its 50th years of existence. The school which was established on 22nd June 1964 as Junior Basic School has completed its 50th years in the current year 2014.

While attending the Golden Jubilee Celebration Programme, Parliamentary Secretary for Horticulture Mutchu Mithi, advised the students to do hard work and dedication saying that there is no alternative to hard work to be successful in life. He further said that sky is the limit for those who sincerely work hard in studies. He also exhorted them to give highest respect to the teachers and urged the teachers to remain committed to their task.

Terming the people of Adi community as torch bearer in the field of education, he called upon the community to take along other communities with them. He announced for sanctioning of Rs 3 Lakh from his MLA-LAD Fund for the school.

Parliamentary Secretary for Water Resource Department, Gum Tayeng advised the students to remain sincere and strive to keep the good record of the school in future too. She further asked them to give utmost respect to their teachers and also called upon the parents to keep watch over their children whether they are going to school and attending the classes regularly or studying at home.  She assured to look into the separate teaching staff room for the school as the present room is very congested for the teachers.

Deputy Commissioner Shiv Kumar, said that an educational institution is recognised from its product and to make a good educational institution, one must create a conducive atmosphere for studies. He further asked the teachers and parents to work in coordination to make a good school which can produce good students. He further said if we can create a good school then we are preparing a good generation for the next.  

Earlier, Head master of the school, Toni Pertin presented a brief report of the school. Narrating the history of the school, he informed that the school was inaugurated by B P Singhal, Assistant Political Officer of the then undivided Lohit district on 22nd June 1964. Late Girmin Pertin and Late Babu Darin of Parbuk village were the pioneer in making the school established in the village. The School was upgraded to Middle School in the year 1975 and then to Secondary level in the year 1989. School has produced many successful alumni some of them are Jombo Ratan, Director of Horticulture, Er Getom Borang, Superintendent of Engineering(WRD),Kanggo Tayeng, District Research Officer, Nongkong Borang & Sibo Pasing, EACs, Er Katem Libang and many others. The school has given 100 % CBSE Passed result in the year 2011 and 2013.

Alumni's of the school, Er Getom Borang, Nongkong Borang and Pokling Tayeng, Principal besides Mizom Lego, DDSE,  Bidi Lego, Chairman, Golden Jubilee Celebration Committee and  Gemin Langkam, Chairman SMC also spoke on the occasion

Reschedule exam

Dear Editor,

Through the column of esteemed daily, I would like to request the Deputy Commissioner-Cum-CEO, ZLSS, SBM, Aalo West Siang district to kindly cancel the walk-in-interview which is scheduled on 15th Dec, 2014 for the post of District Co-ordinator and Block Co-ordinator, advertised on dated 25 Nov 2014 because we will have our examination on the same day. We are eager to attend that interview as well as our examination but we cannot attend both the exams on the same day.

Therefore, my humble request to the concern authorities to kindly re-schedule the interview which is scheduled on 15th December 2014.

A Long Pending Dream

Dear Editor,

“A sound programme of professional education of teachers is essential for the qualitative improvement of education. Investment in teacher education can yield very rich dividends because the financial resources required are small when measured against the resulting improvements in the education of millions”.

The quality education in Arunachal Pradesh is still at an infant stages and still miles to go. I would like to draw the attention of the Government of Arunachal Pradesh and its indigenous people to commits ourselves to bring up young generation with the hope of new horizon in the field of modern education and for their bright careers.

This is only possible when our State Government implements fully as notified in the Arunachal Pradesh Extraordinary Gazette, July 8, 2010 in the PART VII under the caption “CURRICULAM AND COMPLETION OF ELEMENTARY EDUCATION” (Academic Authority for the purpose of Section 29) “The State Government shall notify the SCERT (or its equivalent, as the academic authority for the purpose of section 29)” which means the state Government shall by notification establish the SCERT in order to strengthen and promote quality teacher education to meet the general need of universal quality education in the state.

For the purpose, the existing teaching and non-teaching post, infrastructure etc of SIE (State Institute of Education) may be absorbed as deemed appropriate in the SCERT.

In the light of above notification, The Ministry of HRD had constituted Joint Review Missions, consisting of the experts in the field of Education, who have so far visited 16 States across the country and given their report on the status of teachers, teacher educators, working of various institutions, availability of infrastructure, staff, etc. across the country. The main recommendation regarding SCERT and Teachers educator were as follows:

Immediate action needs to be taken for the approval of the proposal for restructuring SCERT as an apex academic authority with the position and pay scales suggested in the guidelines.

State may like to consider a common cadre for teacher educators for effective management by SCERT. This would also create promotional avenues for all teacher educators placed in the DIET, CTEs and IASEs.

Positions of Director, Joint Director and Deputy Director should be treated as academic positions, irrespective of Cadre.

The State may also consider raising the status of SCERT to a higher level system which would help in integrating all levels of TEIs – IASEs, CTEs, DIETs, BITEs, B.Ed Colleges- within the state under one umbrella, both academically and administratively.

The State Council of Educational Research and Training (SCERT), which is the Academic Authority in the state is the academic wing of the Department of Education. It is an all-purpose institute concerned with diversified educational activities and aims at bringing about a coordinated strategy for all-round educational development in the state especially in the school sector.

The SCERT as an organization aims at bringing about desirable changes in attitudes and behavior in all concerned with education and at inculcating an ideal value system in the learner and the teachers so that the class-room transaction takes place in a conducive climate and the learner consequently becomes a useful component of the wider society.

In fact, though the nomenclature of SIT have been changed into SCERT now but it is yet to implement the whole system into reality, nothing has changed till now in respect of restructuring of SCERT to fulfil mandate under RTE, proper teacher cadre for teachers educator with professional empowerment through planned capacity building strategy, etc.

We are still waiting for nurturing this beautiful state with learned people.

Not everything is alright

Dear Editor,

Through your esteem daily, I would like to draw the kind attention of Arunachal Pradesh Public Service Commission (APPSC) why it is creating so much complicacy in almost all interviews conducted? Why commission don’t conduct any interview successfully? Why even after appointment, people have to go to court because of the Commission?

In almost all interviews conducted by the commission there has always been controversial point. If Commission itself is controversial all the time then what will be the future of our young aspirants who fill the application in the hope that at least commission will follow its motto "talent search".

Nowadays APPSC has an image of changing its decision anytime.

Commission must strongly follow the Recruitment Rules.

Give us time

Dear Editor,

It has been two months since the APPSCCE 2013(main) exam has been postponed. Now the candidates are waiting for the exam date for the main exam.

Since no body know when the exam will be conducted hence candidates have paused their preparation.  Therefore, I appeal to the Commission to give us at least two months prior to the notification of the exam date, so that we may resume our preparation, because it is beyond human capacity to study whole year without knowing the exam date.

Salaries and teachers

Dear Editor,

We would like to express our resentment over the mute policy adopted by SSA Mission, Department of Education, Govt of Arunachal Pradesh in regard to APTET /CTET qualified teachers.

In rest of the states, TET qualified are regularized but here we are absorbed as contingency teachers under the banner of SSA.

There are extreme shortage of subjects teachers so why our services are not being regularized? Every one knows teaching as a noble profession and teacher to be the guardian of society.

But without payment who will be willing to work.   TET teacher have not received any salaries for the past five months. We humbly request the authorities to release our salary.

Tragic day for international cricket

Tragedy struck cricket today when Australia and New South Wales batsman Phil Hughes died after succumbing to an injury sustained from being hit on the head by a bouncer during a Sheffield Shield game on Tuesday. He died at the age of 25 in a Sydney hospital. Hughes, batting for South Australia, collapsed face first on the ground after being hit by a bouncer from 22-year-old fast bowler Sean Abbott during Sheffield Shield game against New South Wales. Hughes had been wearing a helmet but the ball struck him at the top of the neck, causing the injury. He had CPR and mouth-to-mouth resuscitation at the ground before being taken to St Vincent's Hospital, where he had a 90-minute operation to relieve pressure on his brain.

The death of Hughes has inevitably sparked further discussion about player safety in cricket and the use of helmets. Experts and former cricketers believe that even though cricket has become safe game but the tragic incident will shake batsmen slightly out of what might have been complacency. Renewed debate about need to make helmets safe has also started post Hughes death. His heartbreaking death has shocked cricketing community cutting across the globe. There is a need to re-look regarding how to make cricket a safer game. That will be best tribute to late Hughes.
